It is a common notion that this country is run not by the ministers but by the bureaucrats. These bureaucrats are none other than the senior IAS Officers who climb up the ladder to become the Secretaries to the government of India. They are not specialised persons having expertise in some specific area but are the generalist administrative officers who take the decisions by taking into considerations the pros and cons of the issue at hand. They are posted at the top of all the ministries irrespective of the nature of technicalities in the Ministry and are pivotal in the policy-making for all the citizens of the nation.
Union Public Service Commission is the only body, which act as the central recruiting body for the higher echelons of the government institutions. IAS and other central civil servants are recruited through the most coveted exam of India, which is commonly called as the Civil Services exam. In the last six or seven years the number of vacancies appearing in the advertising is around one thousand but the number of vacancies of the IAS Officers is nowhere written in the advertisement.
It is a matter of curiosity for the candidates to enquire about the number of vacancies of IAS officers. After analysing the IAS results, it is clear that around 180 candidates have been selected in the Indian Administrative Services each year. However, what is the reason behind recruiting only 180 IAS Officers each year irrespective of the number of vacancies in other services is not know in general.
We are providing the reason behind such numbers. Government constituted the Baswan Committee “To take a comprehensive look at the requirement of IAS Officers over a longer time frame”. Shri. B.S Baswan , former chairperson of the Indian Institute of Public Administration (IIPA), was the chairman of the committee hence the name. Baswan Committee Report Recommendations were forwarded to the Department of Personnel Public Grievances and Pensions.
The Baswan committee took in to consideration the number of IAS officer retiring in the period of 2010-2020, the cadre review policy and rules, the states cadre review authorities and the likes. The committee suggested that:
Moreover, they suggested the number of IAS vacancies should not exceed 180 because it can comprise the quality of training in Lal Bahadur Shastri National Academy of Administration (LBSNNA, exceeds the capacity of LBSNNA and led a distortion in the career pyramid of the IAS officers, particularly for the senior posts in the Government of India.

This number should be based on a realistic basis according to the cadre gap. The Process of settlement of disputes by the various state governments in relation to the promoted officers should be done in a speedy manner, in order to minimize the gap. The process of preparation of select lists should be initiated well in advance, while taking into consideration the number of vacancies that would arise in the next few years.
Government silently accepted the recommendation of the Baswan Committee and hence each year around 180 officers are recruited each year. This trend will continue until the year 2020. The number of vacancies for the Indian Administrative Services will remain around 180 but the total number of vacancies can vary in the official civil service notification because of the vacancies in the other All India and Central Services. THEREFORE, the candidates need not to worry about the number of vacancies for the Indian Administrative services.
