1. (a) COMCASA
COMCASA is an India-specific version of the Communication and Information on Security Memorandum of Agreement (CISMOA). The Communications Compatibility and Security Agreement (COMCASA) is one of the four foundational agreements that a country needs to sign to become a major defence partner of the United States. The agreement comes into effect immediately and has a lifespan of 10 years.

2. (b) Dilbagh Singh
Jammu and Kashmir Government on September 6, 2018 appointed Dilbagh Singh as the Director General of Police (DGP) of the state. Singh replaces Shesh Paul Vaid, who was removed from the post and was appointed as the Transport Commissioner in the State’s General Administrative Department (GAD).

The International Literacy Day is commemorated every year on 8 September. This year,  the theme of the International Literacy Day is ‘literacy and skills development.’

A Five Judge Constitution Bench of the Indian Supreme Court on September 6, 2018 pronounced its historic judgement, decriminalising Section 377 of the Indian Penal Code (IPC), this legalising homosexuality. However, there are still 73 countries that have not legalised homosexuality.

India recently decided to end the Programme for International Student Assessment (PISA) boycott. The decision to boycott PISA was undertaken by the UPA government, which blamed “out of context” questions for the poor show in 2009.

India and France signed an implementation agreement on ‘Mobilise Your City’ (MYC) on September 6, 2018. Mobilise Your City is a part of an international initiative which is supported by the French and the German Governments and was launched at the 21st Conference of Parties (COP21) meeting in December, 2015.

7. (a) Bimal Jalan
The Union Government has appointed former Reserve Bank of India governor Bimal Jalan as the head of the panel that has been tasked with selecting India’s next chief economic advisor (CEA). The government has received around 20 applications but the panel will be shortlisting applications from it and then set up interviews.

8. (d) New Delhi
India’s first-ever Global Mobility Summit - MOVE was inaugurated by Prime Minister Narendra Modi in New Delhi on September 7. The two-day summit will deliberate on five themes including electrification and alternative fuels, reinventing public transport, goods transport and logistics and data analytics and mobility.

The ‘Swachhata Hi Seva 2018’, a jan andolan for Swachhata will be observed in the run-up to the 4th anniversary of the Swachh Bharat Mission (SBM), from September 15 to October 2 2018, as the sanitation movement enters its final leg.

10. (c) Rajasthan
The Rajasthan Assembly on September 6, 2018 passed a bill that relaxes the "two-child" rule for those aspiring to contest panchayat elections, if one of the children is differently-abled. It also passed an amendment aimed at allowing people suffering from leprosy to contest panchayat elections.
