Union Budget 2021 Highlights: PM Modi terms Active and Not Reactive, Focused on Covid-related reforms to Atmanirbhar resolve

Budget 2021: Finance Minister Nirmala Sitharaman presented Union Budget 2021-22 today in the Parliament. Expectations from this year’s budgets were very high considering it had to provide much needed relief to the ailing economy and also address the traditional challenges or unemployment, fiscal deficit and tax related reforms. However, in its quest to provide a boost, FM Sitharaman has presented a balanced budget that has drawn positive response from India Inc as well as the Markets. While keeping the Income Tax Slabs unchanged, Finance Minister provided incentives and benefits to all important sectors while also presenting a 5 year plan to tame the fiscal deficit.

    PM Modi on Budget 2021

    Prime Minister Narendra Modi also lauded Finance Minister Nirmala Sitharaman for presenting a holistic budget. In his initial reaction, he said that today’s budget will enhance India’s self-confidence. He also added that “From Covid-related reforms to Atmanirbhar resolve, we moved ahead with this mantra in Budget 2021. It's an active and not a reactive budget.”

    Budget Introduces Agri Infra Cess

    Finance Minister also introduced Agricultural Infrastructure Cess which will come into effect from 2nd February 2021 onwards. The cess will be applicable as follows:

    • Agri cess of Rs 2.5/litre on petrol & Rs 4/litre on diesel
    • Agri infra cess of 2.5% on on gold, silver & dore bars
    • Agri infra cess of 100% on alcoholic beverages
    • Agri infra cess of 17.5% on crude palm oil

    Key Measures for Education Sector

    • More than 15,000 schools to be qualitatively strengthened, with all components of National Education Policy, to emerge as exemplar schools in their regions, handholding and mentoring other schools
    • 100 new Sainik schools to be set up
    • Higher Education Commission to be set up, legislation to be introduced this year for the same
    • Umbrella structure to be created in 9 cities for better synergy among govt. supported institutions
    • Central University to be set up in Leh, for providing accessible higher education in Ladakh
    • Unit cost for setting up 750 Eklavya Model Residential Schools in tribal areas, increased from ? 20 crore per school to ? 38 crore, and to ? 48 crore per school in hilly and difficult areas
    • ? 35,219 crore allocated for 6 years till 2025-26, to provide post matric scholarship to 4 crore Scheduled Caste students
    • National Apprenticeship Promotion and Training Scheme to be realigned, for providing post-education apprenticeship and training for graduates and diploma holders in engineering, over ? 3,000 crore to be provided for this
    • National Research Foundation outlay will be ? 50,000 crore over 5 years, will ensure strengthening of research ecosystem, with focus on identified national priority thrust areas

    Highway Infra Projects in Poll-bound states

    In line with expectations, Finance Minister has announced  a slew of road and highway infrastructure projects in four states of Tamil Nadu, Kerala, West Bengal and Assam. All four states where these projects are announced are slated to undergo assembly polls in coming months. In her speech, FM said Government aims to complete 11,000km of national highway infrastructure this year. Govt plans to complete 675 km of highway works announced in West Bengal at a cost of Rs 25,000 crore.

    • 1,100 km in Kerala at investment of Rs 65,000 cr

    Indian Economy set for 'V-shaped' Recovery

    Earlier on Friday, while presenting Economic Survey, Finance Minister said that Indian Economy is likely to witness ‘V-shaped’ recovery post COVID-19 crisis. The survey predicted that India's economy is likely to grow by 11 per cent backed by consumer demand. The survey also noted that Indian economy is slated for an estimated 7.7 per cent contraction in the Gross Domestic Product in the current financial year ending 31st March 2021. This is the steepest annual contraction of the economy in the history of independent India.
