Delhi HC asks Delhi University to file affidavit on deadlines for issuing degree certificates

Delhi High Court has directed Delhi University to file an affidavit with respect to the specific deadlines for issuing paper degrees to the students who graduated prior to 2019 and those who will be graduating in 2020. The court has also stated that the affidavit should also mention the timelines for the transmission of mark sheets and degree certificates to Digilocker in a phased manner. 

The court was hearing a petition filed by the students who have not received their degree certificates until now. The students have been seeking the degree certificates for admissions to foreign universities. 

A High Court bench of Justice Prathibha M Singh also asked the university to indicate in the affidavit the mechanism to be devised for issuing the online transcripts with respect to those students who need the certificates urgently and data relating to issuing the online degree certificates. The court has also listed the matter for a further hearing scheduled for October 20, 2020. 

Certificates will be valid for admissions to foreign universities

The court further added that the online digital degree certificates which are being issued by the Delhi University are monolingual which is only English, unlike the previous degree certificates which were bilingual - meaning in both English and Hindi. The court has ordered that both the formats of the online degree certificates whether in a monolingual format or bilingual format will be valid for the candidates to submit to the universities in foreign countries and the present order may be used for the same purpose. 

Certificates to be issued in 30 days

The High Court was dealing with the issues related to the provision of transcripts and online degree certificates as also the printing of papers degree certificates by Delhi University. The university has also told the court that for the admissions to Indian and Foreign Universities and the purpose of employment and others there were a total of 1,788 applications that have been received by the university along with an urgent request and 1,728-degree certificates have already been issued. The university will be issuing the remaining digital certificates within the next 30 days. 

Delhi University further added that on an average about 12 persons have been working for issuing the online degree certificates and 450 online degree certificates are being generated on a daily basis.
